A new foresight report developed in the Care4Skills project explores four possible futures for long-term care by 2040, highlighting how today’s choices in workforce development, technology, funding and community engagement could
shape future care systems.The report presents four contrasting scenarios, meant to be used as tools for reflection and strategic planning.

Rebellious Care imagines a future driven by grassroots innovation and lifecentred values. In this scenario, care professionals, families, and communities reject rigid institutional models and co-create flexible, personalised support systems. Technology supports, but never replaces, human relationships, while new roles such as Digital Ethics Stewards and Community Voice Facilitators help ensure inclusion, dignity, and participation.

Shared Care presents a collaborative future where caregiving becomes a shared social responsibility. Communities, volunteers, families, and professionals work together in intergenerational networks, supported by digital coordination tools and strong local partnerships. Care is no longer viewed solely as a professional service, but as a civic skill rooted in solidarity, empathy, and sustainability.

In contrast, Institutionalised Care reflects a continuation of traditional hierarchical systems, where regulation, standardisation, and established structures dominate care delivery. While stability and safety remain priorities, the scenario raises questions about flexibility, workforce motivation, and the ability to respond to increasingly complex individual needs.

Finally, Technocratic Care offers a cautionary vision of a highly automated care system shaped by efficiency and algorithmic control. Artificial intelligence, robotics, and predictive systems dominate service delivery, at the risk of reducing human interaction, autonomy, and emotional connection. The scenarios underline that the future of care will depend on how societies balance technology, human dignity, workforce skills, and collective responsibility. The report also highlights that empathy, communication, collaboration, and problem-solving will remain essential competencies regardless of how care systems evolve.

Developed through workshops and stakeholder engagement across ten European countries, the Care4Skills scenarios can provide valuable insight for policymakers, educators, care providers and communities seeking to build resilient and sustainable long-term care systems for the future.

The full foresight report will be published by the summer of 2026.

During the event, participants had the chance to learn more about its core idea, vision, mission, objectives and overall significance, as well as the project partners.

The presentation highlighted the results and activities carried out so far, along with the educational resources that have been developed. Attendees were also introduced to the VISION e-Platform, where they explored its features and gained access to the full range of available materials.

In addition, they had the opportunity to assess their digital and green skills through the VISION Self-Evaluation Tool and to exchange ideas on how to strengthen their professional profile while promoting inclusion, accessibility and sustainable development using the platform’s resources.

The event sparked meaningful discussions on the project’s core themes, with participants exploring ways to promote inclusive education and sustainability and adapt these practices within school curricula.

By raising awareness of the VISION project, its goals and results, the initiative reaches a wider audience and fosters a learning environment that supports all students, including those with visual impairments.

On Wednesday 2 July 2025, more than 30 professionals, organisations and stakeholders from all over Europe, active in the field of long-term care, participated in the Open Day organised by the European project Care4Skills, in the framework of the Pact for Skills.

👉 The aim of the meeting was the participatory formation of thematic working groups for:

🔹 Person Centred Care

🔹 Digital Skills for care workers

📌 Key issues were discussed such as:

– The need to strengthen care in the community and deinstitutionalisation

– Supporting older people living alone, with a focus on home safety and the provision of technical and digital solutions (e.g. telehealth, smart monitoring devices, emergency alert services)

– Challenges in integrating migrant workers into the care sector

– The importance of upgrading digital skills, appropriate training and technological support at work

📆 The working groups will meet every two months, with the aim of sharing good practices, empowering professionals and effectively reforming the care sector at European level.

On Tuesday, May 6, participants had the opportunity to tour our new facilities, meet the beneficiaries of the organization and see in practice the work that is carried out daily in Amymoni. The day ended with a dinner, strengthening the spirit of cooperation and networking among the partners.

On Wednesday, May 7, the Transnational Meeting was held with the participation of representatives of 28 organizations from all over Europe – both in person and online – which allowed the exchange of experiences, ideas and best practices among the project partners, thus strengthening cooperation at a transnational level.

The Care4Skills project, coordinated by EASPD Brussels, aims to exchange experiences, ideas and best practices in the field of long-term care. Amymoni, which participates in the project as a partner, contributing its valuable experience and expertise in the field of care and support for people with visual impairments and additional disabilities, was pleased to organize and host the meeting.

The Care4Skills project aims to develop and strengthen the skills of professionals in the field of long-term care, in order to offer more comprehensive and high-quality services to people in need.

The meeting was organized by Amymoni and the Child and Adolescent Center, as part of the pan-European Care4Skills project, which recognizes the importance of digital transformation and the growing need for person-centered care. The project aims to improve the existing skills of workers in the sector, so that they can better support people who need help due to age, disability or mental health problems.

The discussion began with a historical review of the field of Long-Term Care, focusing on critical historical events, public policies, innovations and recurring practices that have shaped the sector. This was followed by an analysis of the current state of the Long-Term Care sector, the changes taking place, as well as the uncontrollable factors that affect it.

The participants had the opportunity to discuss and examine future challenges and developments in the sector and to share their views on the factors that will shape the future of long-term care. In closing, they were invited to envision and share the ideal future scenario for the development of the field, an activity that was designed based on the “Future Planning” methodology.

The Focus Group Meeting was a particularly meaningful opportunity to exchange experiences and opinions, contributing to the enrichment of the discussion around the upgrading of Long-Term Care.
